Start an app
Creates the container and runs it. The image tag is resolved fresh here, so a start can pick up a newer image than the last one did — pinning a version is the defence against that, not a substitute for it.
Starting is the one control gated on the subscription: an app whose period has lapsed cannot be brought back up until it is renewed.
