Enable SFTP for an app
Turn SFTP on for this app, generating a password if it does not already have one. Re-enabling an app that was disabled gives it a new password — the old one was revoked when it was disabled, and handing the same credential back would make disabling meaningless.
The password is returned here and readable again from GET /apps/:id/sftp.
